1. Functions:

           Offering advice and taking responsibility before the Board of Administrators for the orientation of developing academic affairs and learner recruitment; establishing goals, program contents, plans for training the university’s disciplines, educational levels and training systems.

          Organizing and implementing the work of teaching and training, together with training activities in accordance with the University’s Regulations and the Ministry of Education and Training’s Stipulations.

2. Missions:

1. Managing, monitoring and supervising the implementation of the training plans and programs.

2. Offering recommendations for the university's development direction for training objectives, training systems, discipline structures, training sizes and methods; coordinating with other units in the university to implement the recruitment mission.

3. Coordinating with Faculties to establish goals and curriculum contents of courses; training the teaching staffs;

4. Planning the lecturers and students’ teaching and learning plans; coordinating with Faculties to advise and suggest facilities such as labs, practice rooms, serving the teaching and learning missions.

5. Coordinating with Faculties to arrange the schedule for the whole school for each week, month, and semester.

6. Regulating auditoriums, classrooms, practice rooms/ labs scheduled.

7. Monitoring and managing the amount of teaching hours and teaching contracts; making a confirmation for the Office of Planning and Finance to pay for visiting and full-time lecturers.

8. Monitoring the practical work, graduation practice for the training disciplines.

9. Managing practice and implementation (based on the framed program); announcing the plans and practice progress; checking the implementation schedule; confirming the amount of practice for units.

10. Submitting to the Rector for issuing graduation certificates, graduate’s diplomas, certificates of National Defence and Physical Education for students.

11. Certifying documents related to students’ learning according to the Ministry’s regulations and the university’s stipulations; storing and preserving all students’ records during the training process and the graduates’ records (by written texts and computer data ).

12. Coordinating with the Office of Higher Educational Testing and Quality Assurance to grant the transcripts for students.

13. Considering to submit to the Board of Administrators about stopping learning, making reservation about the learning results, leaving school, and annually transferring student's majors in accordance with the regulations.

14. Receiving, accepting, guiding, making appointments and addressing urgent requests of students, students' parents, guests and other departments in the school (solving problems within the authority of the Office); reporting to the Board of Administrators the matters beyond its competence.
