Functions:

          The Office of Personnel and Administration functions to advise and assist the Board of Administrators in administration, clerical work, reception; synthetical work; organization of officials, personnel management, labor-salaries, protection of security-order in the whole university; emulation and reward; legislation.

Missions:

1. General Administration:

            Organizing, managing, guiding other units to perform administrative work, archives prescribed ; ensuring the correct procedures, legality, text forms before submitting to the Board of Administrators for signing.

            Receiving, sorting the incoming and outgoing documents; testing and transferring to the competent authorities to handle the issues quickly and in time.

            Organizing the management and use of the university's seal, archives, telephone switchboards, fax machines prescribed by the law.

            Granting the travel warrant, papers of recommendation, certification and confirmation for the university's staffs; confirming the records and curriculum vitae for the staffs.

Checking, sealing the documents, duplicating the texts, certificates and diplomas issued by university as prescribed by the Ministry of Education and Training and the university.

            Assisting the Board of Administrators in reception, guest welcome; allocation for the meeting rooms, organization and service for the meetings performed by the Board of Administrators and other units in the university.

           Scheduling the weekly work; summarizing the monthly activities of the whole university; synthesizing the working plans each month, semester, and academic year; monitoring, urging the units to implement the working plans of the university.

            Preparing the periodic and urgent reports; making preliminary and final reviews relevant to the whole university.

            Being in the Standing Council of Emulation - Commendation of the university;     Organizing the implementation of emulation - and commendation; supervising and proposing the emulation and commendation in the entire university; preparing documents and procedures relating to emulation and commendation to submit to the superiors for decision; managing the university's database of emulation and commendation.

            Purchasing stationery proposed by other units monthly and irregularly.

            Managing the food service in the university's cafeteria; checking frequently to ensure food hygiene and safety; organizing the hygiene implementation of the whole university; taking care of the trees on campus.

            Being responsible for coordinating and nominating person in the units and individuals involved to resolve complaints, appeal, denunciations and disputes occurring in and outside the university.

            Ensuring the management, allocation, and service of the university's cars as stipulated.

            Coordinating with the functional Office to implement, monitor, and inspect the labor protection, ensuring the safety and prevention of fire and natural disasters (lightning, floods, earthquakes, etc.)        

            Directly managing bidding for hiring yards (Parking), cafeterias, and other facilities of the university that are not used or not used at a full capacity in order to increase efficiency and revenue for the university.

2. Organization:

            Proposing the organizational structure of the university;assisting the Rector in the legal work, draft of regulations and rules of the organization; implementing the promulgation of rules and regulations of the university.

           Advising and assisting the Board of Administrators in the recruitment, employment and management of the staffs; signing the labor contracts as authorized by the Rector.

           Researching, proposing the plans of construction, human resource development in accordance with the development situation at each stage of university; guiding and supervising the units to comply with the recruitment process; helping the Council of Recruitment organize the recruitment exams; proposing the use and distribution of the staffs, counseling the staffs' work appointment and transfer.

            Determining the labor standards and norms in order to determine salaries, wages, remuneration, etc to ensure the reasonableness in working; monitoring, inspecting the organization of labor management and use in university's units.

      Organizing the implementation of policies for the staffs: proposing the training and fostering of professional knowledge, examinations of scale transfer, and official scale, salary increase, social insurance, and health insurance.      

            Organizing the personnel's management, storage, update of files and personnel records.

            Being in the Standing Council of Recruitment; making salary review, scale promotion and transfer, discipline of the staffs.

            Coordinating with the Office of Planning - Finance and the Labor Union in promulgating the regime of overtime labor; implementing the welfare periodically.

 3 . Protection of security - order - safety and prevention of fire:

           Thoroughly researching and understanding the rules, directives and guidelines of different levels in the protection and appropriate use to the situation and characteristics of the university; periodically making preliminary and final reviews of the protection, security, order and; ensuring safety; mastering the situation, and proposing the solutions.

           Coordinating with other relevant units to build the rules of evil prevention, fire safety; building civilized lifestyles; protecting properties, documents, seals, telephone switchboards; protecting in national competitions, etc.; guiding, testing and urging other units to implement.

            Being on duty of school gates, patrolling and protecting the university; checking people and vehicles in and out of the university.

            Managing the keys of gateway and the offices, classrooms and labs.

            Ensuring absolute safety for the holidays, meetings, sessions welcoming experts, foreigners, senior officials visiting the university.

            Having close and frequent relations with the local authorities and police agencies to better coordinate the protection of general security in the region.

            Performing periodic and urgent reports of security protection for the relevant authorities as prescribed.
